Climate change, as a social, economic and ecological problem, was discussed and analyzed in the workshop "Departmental development planning with adaptation and management of risks associated with climate change" held on March 7 and 8 by PROMETA, in coordination with the Departmental Government of Tarija and the Heroes of Independence Commonwealth.On March 7 and 8, the Departmental Workshop "Departmental development planning with adaptation and management of risks associated with climate change" was held, organized by PROMETA, the Government of the Department of Tarija, the Association of Municipalities of Tarija (A.M.T.) and the Heroes de la Independencia Commonwealth. The workshop discussed the development of mechanisms to mainstream Climate Change Adaptation and Risk Management associated with this phenomenon in the departmental, regional and municipal planning systems of the Department. It was also decided to work on the development of a departmental policy in this regard and to articulate an open forum that brings together state and civil society organizations related to the issue.
The event was attended by public institutions (departmental government, sectional governments, municipal governments), political decision-makers, non-governmental organizations in Tarija, academic and research entities, the media and civil society. The workshop was held in two days, with two groups of actors; in the first part, work was carried out with political and executive decision makers at the political and decision-making level, to achieve the formulation of public policies that guide the incorporation of the adaptation and risk management component associated with climate change, in the strategic planning processes of the department, for which, it was nourished by presentations of the invited specialists who shared their experiences and the challenges they find important to address climate vulnerability.The panel of speakers on the first day was composed of the Executive Director of PROMETA, Rodrigo Ayala, who addressed the issue of "Elements for the formulation and implementation of a departmental policy of adaptation and risk management associated with climate change for the department of Tarija"; Eng. Roberto Ruiz, Executive Secretary of the Government with the topic "Considerations regarding climate change and risk management in the strategic planning of the government, weaknesses and opportunities" and Eng. Jorge Espinoza, expert in Territorial Planning, "Risk Management and emergency response, who presented the topic "Adaptive territorial management, a model of comprehensive, strategic and high impact planning". As relevant aspects of the presentations and diagnosis of the current situation, important expectations were generated in the decision makers and technical participants to develop in the short and medium term efforts to incorporate risk management and adaptation to climate change in the planning processes of departmental and municipal development.
